About NFEC

Background, institutional context, and positioning within the national fire safety framework.

Background

In response to escalating national security threats (including the use of fire extinguishers as Improvised Explosive Devices), the 2018 Office of the Secretary to the Government of the Federation (OSGF) Alert (NO:A12/1171/18) on explosions of defective extinguishers in storage, and the rise in illicit activities (including trafficking via modified cylinders), the Nigerian Government launched a coordinated intervention.

A critical stakeholders conference led by the Ministry of Interior and the Federal Fire Service (FFS) highlighted systemic sabotage by illegal vendors, including:

  • Use of cassava flour instead of approved Dry Chemical Powder (DCP).
  • Underfilled extinguishers and repurposing of expired cylinders.
  • Indiscriminate importation and poor servicing practices.

This inter-agency collaboration (including ONSA, NPF, SON and others) informed the creation of Nigeria Fire Extinguisher Control (NFEC) under the National Fire Data Repository Center (NFDRC), adopting a technology-driven Public-Private Partnership (PPP) model under regulatory control.

Institutional Context

Fire safety regulation is a statutory responsibility of the Federal Fire Service (FFS) under the Fire Service Act (Cap F29, LFN). The National Fire Data Repository Center (NFDRC) provides a central framework for fire safety data governance, regulatory intelligence, and national prevention strategies.

The NFDRC Enterprises Unit functions as the commercial and operational implementation arm of NFDRC, translating approved policy objectives and regulatory frameworks into scalable, enforceable fire safety solutions.
